    In its 2017 Operation Plan the Oregon Department of Forestry Astoria District is proposing restricted use of the Northrup Creek Horse Camp (NCHC). Citing light use, fiscal reductions, and reduced staffing the ODF is proposing a reservation system that would require a special use permit, $100 security deposit, and a minimum two-night stay to use the camp.     Eight horses are safe and well fed after being rescued from bad conditions on a small, muddy hillside near Hood River. The rescue happened Saturday, March 11, in a pouring rain.
